Section 31 was the name of an officially-nonexistent and autonomous clandestine organization which claimed to protect the security interests of United Earth and, later, the United Federation of Planets. One member described his goal as galactic peace, all the while complaining that most people lived in denial of how dangerous the universe was. He believed that peace required vigilance and a moral cost.
